University of Trento  TOTEM Developed by at the University of Trento and funded by an EU Esprit grant..   The chip provides fast performance for feedforward networks  (e.g. 2ms for a 16->16->1 network.) The Trento group developed the chip particularly for the "Restricted Tabu Search" or RTS algorithm.
